Audacity in Windows
Audacity is an open source software / free to download and install with all its plug-ins. You can download it from its official website. After downloading, there are few clicks, and it is intalled. It is not a rocket science, but if you face any issue, you can ask me in comments.
After installing it on your PC or laptop, Open it. Import some audio in it. Crop extra parts and remove. Keep the useful parts of audio.
Now Select the audio, go to Effects > Echo and Reverb. Select Echo, and Set values of Decay Factor and Delay Time as per your requirement. You can adjust and compare it by using preview. In preview, you can listen to the audio including its effect implemented. After adjusting, go to file menu and export as MP3. Set location and save.
